The Andalusian Regional Ministry of Health (CSJA) is responsible for public health, health policy, planning, regulation, healthcare management and provision in Andalusia, as well as the leadership of the Andalusian Public Healthcare System (APHS). APHS is responsible for the provision of healthcare to all the population in the region (8.5 million inhabitants –the most populated region in Spain), comprising the Andalusian Health Service and other public healthcare agencies, a bio-bank network and a public enterprise for health emergencies. As part of the Spanish Health System, it is funded by taxes and predominantly operates within the public sector.
Since 2005, CSJA is carrying out the Comprehensive Tobacco Action Plan of Andalusia (or “PITA” in the Spanish acronym), a leading action plan of obliged reference in the Spanish scenario.

Agencia de Gestión Agraria y Pesquera de Andalucía, Spain (AGAPA) is the Agency for the Management of Agriculture and Fisheries of Andalusia. It is a public agency created in 198 under the Regional Ministry of Agriculture, Fisheries and Rural Development of Andalusia. AGAPA provides advanced technical and technological services for the development of farming, fishing, food, agriculture and rural areas, maintaining a continuous process of evaluation and ongoing improvement, as well as a detailed control of these sectors in terms of health, quality, grants awarded and market running.

AGAPA owns the Network of Agri-Food Laboratories and Oenological Stations specialized in research and control of food and other products related to Public Health such as tobacco. Specifically, since 2000, the Agroalimentary Laboratory of Seville includes within its lines of activity the work related to the analysis of contents and smoke emissions of tobacco products. This premise is an EU authorized laboratory for tobacco products analysis and collaborates with the Tobacco Laboratory Network (TobLabNet), the international network of laboratories of the World Health Organization specialized in the analysis of tobacco products.

Fundación Pública Andaluza Progreso y Salud (FPS) is a non-for-profit organization belonging to the Andalusian Regional Ministry of Health. FPS actively promotes health research and innovation. Specifically, it provides services to the Andalusian Public Health System by means of three main lines of action: Research and innovation in Health; Information and Communication Technologies; and IAVANTE, which comprises training and evaluation of professional expertise.
