The Supervisory Authority for Welfare and Health (Valvira) is a national agency operating under the Ministry of Social Affairs and Health, charged with the supervision of the social and health care, alcohol and environmental health sectors (including Tobacco). We provide licensing for social and health care providers and offer guidance to the Regional State Administrative Agencies to achieve harmonised licensing, guidance and supervisory practices throughout Finland. When it comes to the supervision of the Tobacco Act Valvira guides regional state administrative agencies and municipalities in carrying out the tasks assigned to them under the Tobacco Act. In addition, Valvira supervises
A. compliance with provisions on the ingredients, emissions, fire safety, quality and technical features of tobacco products, electronic cigarettes, refill containers, nicotine-containing liquids, nicotine-free liquids intended for vaporisation and herbal products for smoking
B. compliance with provisions on the unit packets of the products
C. the marketing of products referred to in the Tobacco Act throughout the country
D. compliance with provisions on the verification laboratories.
