Health Service Executive
The Health Service Executive (HSE), Environmental Health Service is the competent authority for the purposes of key provisions of the Tobacco Products Directive and has a long record of accomplishment in the implementation and enforcement of tobacco control provisions, including plain packaging, point of sale controls and the workplace-smoking ban. The Service operates a national training / CPD programme for its Environmental Health Officers. Has been involved in JATC as well as in other research programmes.

The staff listed below are qualified Environmental Health Officers (degree level), several in addition have Masters Degrees and Maurice Mulcahy holds a PhD (thesis directly related to tobacco control). This group have extensive experience in regulation and enforcement across a wide spectrum of public health domains (e.g. food, cosmetics, water) and particularly in tobacco control. The Service maintains close links with the Department of Health and colleagues/ stakeholders involved in the tobacco Free Ireland programme. We are involved in the scientific and local organising committees for the next WCOTH in Dublin.
The Service continues to show strong leadership in tobacco control and has extensive knowledge and expertise is tobacco control. As a result, we believe we can add value to the JATC 2 initiative.
